This is a formal Request for Discussion (RFD) to remove the moderated
newsgroup comp.internet.library.

Charter:

  More than 100 electronic libraries for books and journals or conference
  papers are accessible and available through Internet.  In this
  new newsgroup telnet addresses and login procedures are provided or
  discussed.  Free exchange of information and ideas is essential in this
  rapidly growing information age.  This groups is chartered to promote
  exchange of information and ideas on all aspects of electronic libraries.

Rationale for removal:

  The group has not carried any real traffic in a decade.  In that time
  there have been occasional conference announcements, but even those
  stopped nearly three years ago.

History of the Group:

  January 1992:	Group created.
  Early 1998: Original moderator lost interest and group went idle.
  June 2002: Brian Edmonds took over moderation.
  October 2005: Last discussion post, per Google Groups.
  January 2013: Last conference announcement, per Google Groups.

Procedure:

  Those who wish to comment on this request to remove this newsgroup
  should subscribe to news:news.groups.proposals and participate in the
  relevant threads in that newsgroup.

  To this end, the followup header of this RFD has been set to
  news.groups.proposals.

  All discussion of active proposals should be posted to
  news.groups.proposals.

  If desired by the readership of closely affected groups, the discussion
  may be crossposted to those groups, but care must be taken to ensure
  that all discussion appears in news.groups.proposals as well.
