                   MODERATOR VACANCY INVESTIGATION (MVI)
              moderated group soc.culture.singapore.moderated

This is a formal Moderator Vacancy Investigation (MVI), begun because 
moderated newsgroup soc.culture.singapore.moderated is not functioning, 
and may have been abandoned by its moderator(s).

This investigation will attempt to verify the reasons for non-function, 
and may result in the removal of the group or the selection and 
installation of a new moderator.  In practice, the Big-8 Management 
Board considers the third alternative -- changing the status of the 
group from moderated to unmoderated -- as likely to cause more harm than 
good.

CHARTER

Discussions in soc.culture.singapore.moderated may revolve around
-- but are not limited to -- the following topics relating to
Singapore & Singaporeans:

2) History, literature;

3) Travel, tourism, geography;

4) Politics, regionalisation, internationalisation;

5) Economics, business;

6) Education, science;

7) Computer networking;

8) Sports and entertainment;

9) Humour and languages.

10) Nation building, development and values.

The preferred posting language will be English. Posts in Malay
and in non-ASCII format of Chinese and Tamil are also acceptable.
Posts in any other language, alphabet, or non-ASCII coding
scheme will be subject to consideration by the panel of moderators.

The following shall be off-topic in soc.culture.singapore.moderated:

1) Crossposts to many irrelevant newsgroups.

2) "Me too" posts; posts that contain an unreasonable amount of quoted
text; duplicate posts.

3) Commercial advertisements or personal advertisements.

4) Binary files, even if they are related to Singapore & Singaporeans.
Singaporean-related binaries should be posted to the appropriate
alt.binaries.* group with a pointer in soc.culture.singapore.moderated
indicating where the binary in question may be found.

5) Obscene and pornographic posts.

6) Posts containing solely insults/flames.

The role of the moderators will be to ensure to the best of their ability
and in good faith that a high signal-to-noise ratio of
soc.culture.singapore.moderated is maintained and raised.   The
moderators will not edit any posts for spelling or grammar or
whatever (unless the original poster requests for it). The moderators
will not be held responsible for the contents of any submission posted.
Submissions denied posting can be appealed and the appealed
decision will be at the discretion of the moderator.  Posts that have
been denied to soc.culture.singapore.moderated can always be
posted to soc.culture.singapore if the poster so pleases.

HISTORY OF THE GROUP:

The group passed its vote on 8 October 1996 by 192:48.  It was active 
from October 1996 until May, 2001.
