This is a formal Request for Discussion (RFD) to remove moderated
newsgroup comp.archives.ms-windows.announce.

RATIONALE:

The moderators of comp.archives.ms-windows.announce, Keith Petersen and
Timo Salmi, have resigned.

CHARTER OF COMP.ARCHIVES.MS-WINDOWS.ANNOUNCE

This moderated newsgroup is for the upload announcements and related
information from Microsoft Windows archive sites (also called FTP
sites) with Public Domain, Freeware and Shareware material. The
subjects include the upload announcements via the Microsoft Windows
FTP site moderators, the Microsoft Windows sites' periodical
summaries, potential policy statements and downtime warnings, and the
Microsoft Windows FTP site moderators' reports about the connectivity
problems with their archive sites. Unix announcements conform only if
they directly relate to transferring or handling the Microsoft Windows
material from the Microsoft Windows FTP sites. 16-bit programs, 32-bit
programs, programs for Windows 95 and Windows NT are all on-topic.

The purpose of comp.archives.ms-windows.announce is to be a ONE-WAY
channel for Microsoft Windows upload announcements which the
moderators handle, and other one-way, occasional information relating
to Microsoft Windows archive sites. The moderators will therefore not
be handling users' discussion material, questions, and replies. The
unmoderated comp.archives.ms-windows.discuss newsgroup (see below)
will cover that aspect.

Note that while the submission address goes to SimTel, articles from
all major FTP servers are welcome, just as in the existing
comp.archives.msdos.

The comp.archives.msdos hierarchy handles DOS programs.

comp.archives.ms-windows.announce is a moderated newsgroup which passed its
vote for creation by 263:30 as reported in news.announce.newgroups on

PROCEDURE:

Those who wish to comment on this request to remove this newsgroup should
subscribe to news.groups.proposals and participate in the relevant threads
in that newsgroup.

To this end, the followup header of this RFD has been set to
news.groups.proposals.

In the course of the removal process four formal announcements are posted
(MVI, 1. RFD, 2. RFD, and LCC), each taking two weeks. At the end of the
process the B8MB will vote on the issue.

Available options for comp.archives.ms-windows.announce are:
- leave the group as it is
- remove the group
