RATIONALE: remove rec.arts.movies.announce

The newsgroup rec.arts.movies.announce has not had any approved
messages since May 1998. The newsgroup was active for roughly 3
years, with about one approval per day, reducing somewhat over the
last year of activity.

When the group was active, many lists, such as box office rankings
were posted. These may be posted to rec.arts.movies.lists+surveys, or
readily found on the WWW. Much of the other articles were
announcements of movie-related web sites, which can be found using web
search engines.

HISTORY:

The moderated newsgroup rec.arts.movies.announce was created as part
of a re-organization of the rec.arts.movies.* (RAM) hierarchy in March
1995. The re-organization also created the following newsgroups:
RAM.tech, RAM.people, RAM.current-films, RAM.past-films,
RAM.list+surveys, and RAM.movie-going, and renamed rec.arts.movies to
rec.arts.movies.misc.

Technically, the creation of rec.arts.movies.announce was a renaming
of the moderated newsgroup rec.arts.cinema. But, as explained in the
RFD and CFV, this was simply a mechanism that removed rec.arts.cinema.
The content, moderator, and moderation policy of the two groups were
totally separate from each other.

The newsgroup rec.arts.movies.announce was active for just over 3
years, from March 1995 to May 1998, with roughly one article per day
at first, declining to about half that in the last year.

CHARTER:

The newsgroup line is:

|rec.arts.movies.announce	Newsworthy events in the movie business.

The charter extracted from the CFV:

rec.arts.movies.announce is intended as a low-volume newsgroup you
read to keep yourself up-to-date on the movie front. That is, new
movie announcements, celebrity news, award ceremony news, award
ceremony results, film festival news, film festival reports, official
blockbuster charts and anything that is newsworthy. What is
newsworthy will be up to the submitters' and the moderators' judgment.
