This is a formal Request For Discussion (RFD) for the creation of the
unmoderated Usenet newsgroup, rec.motorcycles.victory.


NEWSGROUPS LINE: rec.motorcycles.victory

RATIONALE: rec.motorcycles.victory

To promote the safe use of Victory motorcycles as well as to better
develop social connections among Victory riders, it's vital for owners
to be able to easily exchange information on a world-wide basis and this
newsgroup will fill that need.

There are a several online forums (see below) available for discussing
Victory motorcycles but many of them are more or less regionally
limited, require registration or membership, and-or are difficult to find.

Usenet motorcycle newsgroups are generally for the discussion of other
makes of motorcycles and-or the participant communicates in non-English
languages. The rec.motorcycles group is an exception but is too
generalized and far too active (currently well over 100,000 posts have
been made in that group and the rate is well over 200 posts a day.)

Although rec.motorcycles might work for an occasional question, getting
a useful answer to a question from another Victory owner is much less
likely due to the vast readership.

Ownership and interest in Victory motorcyles has grown to the point
where there will be adequate interest to support a make-specific
newsgroup. This would be similar to the way rec.motorcyles.harley serves
the community of those interested in Harley Davidson motorcyles.

Based on the topic alone, there would be no (or at least very little)
overlap with other motorcycle groups and rec.motorcycles.victory would
be easy to locate for Victory owners who are usenet savvy.

adequate interest in the topic.


CHARTER:

rec.motorcycles.victory is for discussion of all aspects of Polaris
Victory motorcycles, hereafter referred to simply as "Victory"
motorcycles. Topics include technical discussion, ride reports, product
and new model reviews and announcements of upcoming rides.

Posters are expected to abide by normal Usenet standards of decorum (for
example, lurking a while before posting, etc.) and to refrain from
sending, as well as ignore, articles intended to disrupt the group.
Bottom posting will be the norm.

Examples of inappropriate posts are the following:

   * Off topic articles, including:
      - Commercial advertisements
      - Personal advertisements not related to Victory motorcycles
      - General discussions not related to Victory motorcycles
      - Money-making schemes
      - Chain letters
      - EMP AKA "excessive multiple posting" spam

   * Articles with unacceptable content, such as:
      - HTML
      - Copyright violations
      - Excessive quoting
      - Threats and/or advocation of violence
      - Binaries, except PGP signatures, X-Face headers, and other
        ancillary meta-data

   * Attempts to subvert message filtering or to pretend to be somebody
     else, such as:
      - Forgery or imitation of a valid e-mail address
      - Excessive morphing/nym-shifting AKA "using sock puppets"

The group will be unmoderated and will not be gated to a mailing list.

To this end, the followup header of this RFD has been set to

If desired by the readership of closely affected groups, the discussion
may be crossposted to those groups, but care must be taken to ensure
