The Last Call for Comments (LCC) on 2010-08-04 initiated a five-day
period for final comments.  Following this comment period, the Big-8
Management Board has decided by vote to remove moderated group
rec.arts.books.excerpts.

Vote results (yes-no-abstain): 8-0-0

RATIONALE:

According to Google's archive the last regular post was approved on
2005-12-08. A probe message showed no result.

CHARTER OF REC.ARTS.BOOKS.EXCERPTS

rec.arts.books.excerpts is a place to post and discuss excerpts
from books or links to online book excerpts. This forum allows
readers to share the free book excerpts that they find online
with other readers and to discuss them. Authors and publishers
can share excerpts from upcoming titles with readers and get
feedback. Links to entire works online are acceptable.

Moderation will ensure that the newsgroup is not abused by
commercial entities for promotional purposes and that
discussion remains on-topic. Binary messages are banned except
for small PGP-type signatures.

Promotional messages or ads for a book that do not include or
link to a freely available excerpt from the book are prohibited.
Personal attacks and other abusive content will be deemed off
topic and will not be tolerated.

Crossposting to other appropriate newsgroups will be acceptable
where the topic of the post fits with the other group's charter.

Compliance with copyright laws is the responsibility of the
poster. The moderators will have no personal responsibility
for content and reserve the right to reject unsuitable posts.

Moderation: The moderator may appoint co-moderators to approve or
reject posts to minimize delays in propagation. Rejected posts may
be returned to the sender for correction at the discretion of the
moderator. The moderator may place trusted posters on a "white
list" for automated approval of their posts.  Personal attacks or
abusive content, for example, may result in an approved poster
being removed from the white list.
