This is a formal Moderator Vacancy Investigation (MVI), begun because
moderated newsgroup comp.windows.x.announce is not functioning,
and may have been abandoned by its moderator(s).

This investigation will attempt to verify the reasons for non-function,
and may result in the removal of the group or the selection and instal-
lation of a new moderator.  In practice, the Big-8 Management Board
considers the third alternative--changing the status of the group from
moderated to unmoderated--as likely to cause more harm than good.

RATIONALE:

Probe posts to this group resulted in bounces.

CHARTER OF COMP.WINDOWS.X.ANNOUNCE

This group will be moderated by the staff of X Consortium, Inc.
Traffic will be limited to major X announcements, such as the
following:

  Public Review of a proposed X Consortium standard
  Adoption of a new X Consortium standard
  Upcoming public X conferences, exhibitions, or meetings
  A new release of a major public system, toolkit, or application
  A major patch or modification to X software

The moderator will reject messages on these subjects:

  Advertisements for commercial products
  Questions about anything

There is a two-way gateway between comp.windows.x.announce and the
mailing list xannounce@x.org.  Messages appearing here will also
appear on the mailing list xpert@x.org (but NOT on the newsgroup
comp.windows.x).

It is intended that traffic will be low enough that everyone with any
interest in X will subscribe.

HISTORY OF THE GROUP:

comp.windows.x.announce is a moderated newsgroup which passed its vote for
creation by 602:18 as reported in news.announce.newgroups on 22 Jun 1994.
