This is a formal Request For Discussion (RFD) for the creation of the&lt;br /&gt;
unmoderated Usenet newsgroup, comp.cygwin.&lt;br /&gt;

RATIONALE: comp.cygwin&lt;br /&gt;
&lt;br /&gt;
The cygwin suite provides a Linux-like operating environment for a Microsoft&lt;br /&gt;
Windows based operating system.  This means that discussions or questions&lt;br /&gt;
relating to cygwin may require users with Linux knowledge, rather than&lt;br /&gt;
Microsoft Windows based knowledge.  Posting to a Linux related group, may&lt;br /&gt;
upset some users, because the operating system is not Linux, and posting to&lt;br /&gt;
a Microsoft Windows based newsgroup would not really be appropriate, because&lt;br /&gt;
Microsoft Windows users may not have sufficient knowledge of the Linux&lt;br /&gt;
operating environment to be able to contribute to the articles.  This&lt;br /&gt;
newsgroup is dedicated specifically to cygwin related topics.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
CHARTER:&lt;br /&gt;

This newsgroup is for discussions or questions relating to the cygwin&lt;br /&gt;
operating system.&lt;br /&gt;
&lt;br /&gt;
Posting of articles relating to cygwin, installation of cygwin, usage of&lt;br /&gt;
cygwin or cygwin packages configuration of cygwin, configuration of the&lt;br /&gt;
Microsoft Windows based system for the purposes of installing cygwin,&lt;br /&gt;
installation of packages in the cygwin environment, compilation or&lt;br /&gt;
development of software for use within the cygwin environment, programming&lt;br /&gt;
methodology or program structure for the purpose of making software&lt;br /&gt;
compatible with the cygwin environment, versions or new releases of cygwin,&lt;br /&gt;
modifications to the cygwin environment, the cygwin source code,&lt;br /&gt;
distribution of cygwin, development of maintenance of cygwin package&lt;br /&gt;
repositories, the creation of a cygwin distribution cdrom, or other cygwin&lt;br /&gt;
related topics is acceptable within this newsgroup.&lt;br /&gt;

Posting of articles not relating to cygwin, or the posting of advertisements,&lt;br /&gt;
or other announcements not relating to cygwin is not allowed.&lt;br /&gt;

which discussion of creating a new group is off-topic as well as the best&lt;br /&gt;
method of making sure that one&amp;#039;s comments or criticisms are heard.&lt;br /&gt;

All discussion of active proposals should be posted to news.groups.proposals.&lt;br /&gt;
To this end, the &amp;#039;Followup-To&amp;#039; header of this RFD has been set to this group.&lt;br /&gt;
&lt;br /&gt;
If desired by the readership of closely affected groups, the discussion&lt;br /&gt;
may be crossposted to those groups, but care must be taken to ensure&lt;br /&gt;
that all discussion appears in news.groups.proposals as well.&lt;br /&gt;

We urge those who would like to read or post in the proposed newsgroup&lt;br /&gt;
to make a comment to that effect in this thread; we ask proponents to&lt;br /&gt;
keep a list of such positive posts with the relevant message ID&lt;br /&gt;

Such lists of positive feedback for the proposal may constitute good&lt;br /&gt;
