SUMMARY OF DISCUSSION:&lt;br /&gt;
&lt;br /&gt;
The Board is planning to rule on this proposal in three parts:&lt;br /&gt;
&lt;br /&gt;
  1.  Should we move forward with a plan to create &amp;quot;obvious&amp;quot; groups in&lt;br /&gt;
      bulk?  (This does not constitute making a long-term policy change.)&lt;br /&gt;
  2.  Is the template charter acceptable?&lt;br /&gt;
  3.  Which groups are &amp;quot;obvious&amp;quot;?  No more than 15 groups should be chosen,&lt;br /&gt;
      based on a majority vote of Board members.&lt;br /&gt;
&lt;br /&gt;
Note that newsgroup descriptions, and to a lesser extent newsgroup names,&lt;br /&gt;
are still up for discussion until the control messages (if any) are sent.&lt;br /&gt;
&lt;br /&gt;
Also note that this LCC does not reset the previous LCC time; discussion&lt;br /&gt;
may end shortly.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
PROCEDURE:&lt;br /&gt;
&lt;br /&gt;
The B8MB plans to begin voting on this proposal after five days.  Please&lt;br /&gt;
offer any final discussion or comments before the end of this waiting&lt;br /&gt;
period.  Voting may take up to one week (7 days); a result will be posted&lt;br /&gt;
following the end of the voting period.&lt;br /&gt;

All discussion of this proposal should be posted to news.groups.proposals.&lt;br /&gt;

RATIONALE: bulk creation of &amp;quot;obvious&amp;quot; groups&lt;br /&gt;
&lt;br /&gt;
The last few weeks/months have seen very little discussion of proposals of&lt;br /&gt;
any kind.  Rather than worry about the &amp;quot;why&amp;quot; of this, I would like to&lt;br /&gt;
experiment with a new, &amp;quot;bulk&amp;quot; creation of newsgroups that are clearly&lt;br /&gt;
&amp;quot;obvious&amp;quot;, but do not have formal proponents or specific charters, and are&lt;br /&gt;
uniformly unmoderated.  The above-listed groups were taken from several&lt;br /&gt;
discussions of this topic, and are not exhaustive (nor, necessarily,&lt;br /&gt;
&amp;quot;obvious&amp;quot;); further suggestions are encouraged.&lt;br /&gt;
&lt;br /&gt;
This is not yet a formal process!  Please participate in the discussion&lt;br /&gt;
in news.groups.proposals both to discuss the groups listed above, and the&lt;br /&gt;
policy decisions that stem from even discussing this kind of bulk creation.&lt;br /&gt;
&lt;br /&gt;
Also, updates to the charters/newsgroup descriptions can be offered until&lt;br /&gt;
the end of the LCC process.&lt;br /&gt;

This newsgroup was created as part of a trial &amp;quot;bulk creation&amp;quot; newsgroup&lt;br /&gt;
creation process, in which &amp;quot;obvious&amp;quot; newsgroups are created without specific&lt;br /&gt;
proponents or charters.  Users of this group are urged to formulate a more&lt;br /&gt;
specific charter and/or newsgroup description for this group, and to propose&lt;br /&gt;
them in news.groups.proposals.&lt;br /&gt;
&lt;br /&gt;
If this group is not used within the next 18 months, it will be removed.&lt;br /&gt;
