REQUEST FOR DISCUSSION (RFD)
moderated group news.admin.moderation

This is a formal Request For Discussion (RFD) for the creation of the
moderated Usenet newsgroup, news.admin.moderation.

NEWSGROUPS LINE: news.admin.moderation

news.admin.moderation	Technical and social group moderation issues. (Moderated)

RATIONALE: news.admin.moderation

Currently, newsgroup moderation is discussed primarily in meta-discussions
throughout the Big-8 hierarchies, especially in news.groups.* and
news.admin.net-abuse.*. However, none of these newsgroups is truly
appropriate for these discussions. A dedicated newsgroup would help
consolidate and nurture these conversations.

CHARTER:

news.admin.moderation is a moderated newsgroup for discussion of newsgroup
moderation. Some suitable topics for discussion include:

* how to be a good/neutral/effective moderator
* "moderation ethics" - e.g., what article edits are appropriate?
* developing appropriate moderation policies and implementations
* methods for filling vacancies in a moderation team
* moderation software
* whether moderation is appropriate for a specific topic

Unsuitable topics include:

* personal complaints about individual moderators
* proposals for new moderated newsgroups, or to unmoderate existing
groups
* "moderation: good or bad?", and other similar topics
* flames, attacks and derogatory comments or nicknames

Minimal crossposts may be allowed at the discretion of the moderators.

MODERATION POLICY: news.admin.moderation

news.admin.moderation is team-moderated, based on the above criteria.
Ideally, most posts will be automatically approved by a robot moderator,
to improve post turnaround time and reduce moderator load.

Users will be added to a group whitelist after a small number (typically
1-5) of hand-moderated posts. Users may be removed from the whitelist at
the discretion of the moderators. Site and subject watchlists and
blocklists may be implemented to monitor group content and to stop
forgers and abuse; posts so marked will (generally) be kept for manual
approval, and not automatically rejected.

A current list of posting criteria will be published regularly.

Posting with a non-replyable or "munged" address is strongly discouraged.
If you feel that you must use a munged address, you are encouraged to
append ".invalid" to the end of the munged email address to indicate
that the address is not deliverable even when ".invalid" is stripped from
the end. Users who do not munge their email address will be notified of
rejected submissions via email. Note that submissions may be filtered to
remove spam, spews, and other attacks.

MODERATOR INFO: news.admin.moderation

Lead Moderator: TBD <no@address.invalid>
Lead Moderator: (2-5?) <no@address.invalid>
Backup Moderator: (2-4?) <no@address.invalid>
Technical Moderator: TBD <no@address.invalid>

The details of the specific moderation team are still being discussed on
the nam@killfile.org mailing list. If you would like to volunteer to
help moderate the group, please subscribe to the list at:

We are currently specifically interested in discussing how big of a team
we should have, and finding moderators in geographically diverse locations.
Article Submissions: news-admin-moderation@killfile.org
Administrative Contact: news-admin-moderation-request@killfile.org

PROCEDURE:

For more information on the newsgroup creation process, please see:

http://www.big-8.org/dokuwiki/doku.php?id=policies:creation

Those who wish to influence the development of this RFD and its final
resolution should subscribe to news.groups.proposals and participate in the
relevant threads in that newsgroup. This is both a courtesy to groups in
which discussion of creating a new group is off-topic as well as the best
method of making sure that one's comments or criticisms are heard.

All discussion of active proposals should be posted to news.groups.proposals.
To this end, the 'Followup-To' header of this RFD has been set to this group.

If desired by the readership of closely affected groups, the discussion
may be crossposted to those groups, but care must be taken to ensure
that all discussion appears in news.groups.proposals as well.

We urge those who would like to read or post in the proposed newsgroup
to make a comment to that effect in this thread; we ask proponents to
keep a list of such positive posts with the relevant message ID
(e.g., Barney Fife, <4JGdnb60fsMzHA7ZnZ2dnUVZ_rWdnZ2d@sysmatrix.net>).
Such lists of positive feedback for the proposal may constitute good
evidence that the group will be well-used if it is created.

DISTRIBUTION:
