This is a formal Request For Discussion (RFD) for the creation of the&lt;br /&gt;
unmoderated Usenet newsgroup, sci.research.cybernetics.&lt;br /&gt;

RATIONALE: sci.research.cybernetics&lt;br /&gt;
&lt;br /&gt;
The study of cybernetics is a vast field.  Its discussion is held on&lt;br /&gt;
many de-centralized servers on the Internet.  Many people have who have a&lt;br /&gt;
general interest in the field may not know where to go.  The Usenet is an&lt;br /&gt;
ideal mechansism for the stadardization as such an avenue that is central to&lt;br /&gt;
the interests of people who are seeking a place to build or extend their&lt;br /&gt;
interests in the field.  If this group is created, it will provide such an&lt;br /&gt;
avenue for the general purpose of research and development where its&lt;br /&gt;
readers would find pointers to a cyber-space that is formed in cybernetics.&lt;br /&gt;
Other groups such as comp.ai, and comp.research.robotics are generally too&lt;br /&gt;
specific for that which comprises an understanding of it.  Cross-posts may&lt;br /&gt;
be frequent where someone who is developing a systems theory is forced to&lt;br /&gt;
look in multiple places for support.  Often, the philosophical aspects&lt;br /&gt;
that cybernetics encompasses does not have such an avenue on the Usenet.&lt;br /&gt;
It would be the purpose of this group to pick up from where many other&lt;br /&gt;
message boards have left off whereas the ease of use that the Usenet&lt;br /&gt;
affords, would extend itself to the multi-client environment in which&lt;br /&gt;
Usenet interfaces have taken shape.  This group would cross-culminate&lt;br /&gt;
such interests as a place to delve into not only the philosophy, but also&lt;br /&gt;
the aspects in general that would make a holisitic forum for cybernetics&lt;br /&gt;
research possible. This group would finally solve the problem of finding&lt;br /&gt;
a central place for the study to form in order to find the Usenet&lt;br /&gt;
as such a forum.&lt;br /&gt;

CHARTER:&lt;br /&gt;
&lt;br /&gt;
Cybernetics is the study of communications and control systems in&lt;br /&gt;
economics, ecology, technology, biology, physiology, ecology, psychology,&lt;br /&gt;
sociology, anthropology, and robotics.  The term derives from the Greek&lt;br /&gt;
Kybernetes meaning steersmanship or helmsman, first coined by Norbert&lt;br /&gt;
Weiner at the Macy conference in the 1940&amp;#039;s.  This group is to encompass&lt;br /&gt;
the science of cybernetics at degrees to which society and the humanities&lt;br /&gt;
form a synergy with technology on the Internet.  The concept of a society&lt;br /&gt;
or, advancement in the humanities for instance, serves as the drive for&lt;br /&gt;
this school of thought, as the philosophy in these fields serves a basis&lt;br /&gt;
for this group&amp;#039;s purpose; namely, to exist on the Internet as a forum for&lt;br /&gt;
discussion ranging in control systems and feed-back loops, to programming&lt;br /&gt;
machine intelligence and cipher theory as its aggregates could be&lt;br /&gt;
modelled.  It is the responsibility of the poster to maintain interest&lt;br /&gt;
in messages and threads.&lt;br /&gt;
&lt;br /&gt;
The focus of this group is the investigation and examination of cybernetics&lt;br /&gt;
in a forum for formal research involving cybernetics as a science.  The&lt;br /&gt;
purpose of this group is to establish the ground set by other groups&lt;br /&gt;
with similar focus.  The science and research of cybernetics focuses on&lt;br /&gt;
differences in technological fields where the development of command and&lt;br /&gt;
control, communications, guidance, vision, and robotics all apply -- for&lt;br /&gt;
participants who are into developing interests as the main areas in&lt;br /&gt;
cybernetics. This group is to promote commercial and scientific awareness&lt;br /&gt;
generally serving in the betterment of humanity with technology.  Commercial&lt;br /&gt;
involvement, as the development of theory, algorithms, heuristic, and&lt;br /&gt;
engrams are encouraged as the primitives of this group, in forming a base&lt;br /&gt;
for developing systems theory as the object of its subscribers.  The goal&lt;br /&gt;
is to join such circles to introduce the science of cybernetics as a&lt;br /&gt;
holistic avenue for its research and development.&lt;br /&gt;
